Course description

From 1st June 2015, all Manufacturers, Importers and Distributors of hazardous chemical products are required to classify and label their products to CLP and comply with the new Safety Data Sheet (SDS) requirements, before placing them on the market. The focus of this workshop is to highlight the changes in classification system and its major impacts on labelling and supply of chemical products within the EU. The adoption of the new labelling requirements, whether business to business or business to consumer, has posed its own challenges and this will also be discussed. We will highlight some of the difficulties SMEs are facing in adopting the new classification and labelling requirements, in addition to the associated infrastructure and costs.

Topic One: Classification, Labelling, Packaging
The first topic is designed to introduce you to the Classification, Labelling and Packaging (CLP) Regulation (Regulation (EC) No 1272/2008) which sets out the requirements for the classification, labelling and packaging of chemical substances and mixtures before placing them on the market.
The CLP Regulation implements the Globally Harmonised System for the classification and labelling of chemicals (GHS) which has now been adopted by many other countries around the world. An overview of the differences in GHS implementation will also be covered.

Topic Two: Safety Data Sheets
The Safety Data Sheet topic is aimed primarily at those who need to prepare and supply safety data sheets (SDS). Ongoing changes to the REACH and CLP Regulations have impacted on the content and layout of SDS and also increased the awareness of industry on the need for compliance with the new standard. The workshop will provide attendees with a full understanding of the requirements of a REACH compliant SDS and identify the skills and resources needed to create them.

Topic Three: Poison Centre Notifications
As a follow on from the main aspects of the CLP topic we will cover EU Poison Centres. 2018 saw the publication of Annex VIII to CLP 1272/2008 which introduced new Poison Centre requirements throughout the EU. Under the new Annex VIII to the CLP Regulation, importers and downstream users placing hazardous mixtures on the market will have to provide specific information on their mixtures to appointed bodies. The annex also introduces a new harmonised format for notifications. The information will be used by poison centres for emergency health response purposes in case of incidents involving these mixtures. The workshop will provide attendees with a background to EU poison centres and how to comply with Annex VII of CLP.

Topic Four: Exposure Scenarios
The final topic of the workshop will be an introduction to exposure scenarios (ES). ES describes the operational conditions and risk management measures to adequately control the risks to human health and the environment. This section of the workshop will aim to demonstrate when ES should be received, what needs to be done when an ES is received and what information needs to be passed down stream.
