Transport & Energy Reduction: Can the Challenge be met?

Introduction
The focus is primarily on land based transport and the opportunities for innovation in cities. The conclusion reached is that the necessary policy measures are available, but at present there is not sufficient political and public support for effective action. Technology on its own will not be enough, and urgent action on a range of fronts is necessary if any real contribution is to come from the transport sector.
